Subject: Delay in the adoption of the framework decision on the sexual exploitation of children and child pornography |
At the end of 2000, the Council of the European Union began drafting a related framework proposal for combating the sexual exploitation of children and child pornography (COM(2000) 854 final/2 – 2001/0025(CNS)(1)). The European Parliament adopted the relevant legislative resolution(2), of which I had the honor of being the rapporteur, on June 12, 2001, enriching and clarifying certain points. In October 2002, a political agreement was reached at the level of the Council of Ministers, and the text was subsequently forwarded to the Working Groups for clarification of some of its points. Since then, despite reassurances and announcements, the final adoption of the proposal by the Council has still not been completed.
The Council is asked why the final adoption of the proposal and its publication in the Official Journal of the EU is delayed, so that the timetable provided in the proposal for the approximation of the relevant criminal provisions of the member states can be put into effect.
