Subject: Mass Repatriation of Afghan Refugees

The insecurity prevailing in Afghanistan, which is related to the ongoing violence – the continuing conflicts, crimes, robberies, violations of women’s rights, the presence of landmines, and the bombing campaign by U.S. forces – as well as the lack of capacity to absorb returning Afghans, put at immediate risk the safe repatriation of Afghan refugees who are internally displaced or living in other countries.

In its report titled “Continuing need for Protection and Standards for Return of Afghan Refugees,” Amnesty International expresses concern about the mass repatriation policy promoted by UNHCR in collaboration with the countries hosting Afghan refugees, emphasizing that international standards must be applied in such cases. These standards are crucial for ensuring the safe and dignified sustainable repatriation of Afghan refugees. Otherwise, the organization warns that the situation may lead to new cycles of displacement.

Does the Council intend to intervene in order to prevent the use of compulsory or coercive measures to repatriate refugees to Afghanistan, where they may face serious violations of their human rights, and ensure the application of international refugee protection standards?
